Background:

At the time the TIP was assembled area human services agencies had completed development of their applications for Section 5310 transit vehicles assistance grant funding.  In the region around the Danville MPO, the Southern Area Agency on Aging has served as the lead applicant to the Commonwealth for funding on behalf of interested agencies.  In the recent round of funding the Pittsylvania County Community Action Agency that serves the area of the Danville MPO included its vehicle request into the Southern Area Agency on Aging application package.  The details of the request are set out below:

 

Project Descriptions for Agencies Applying for Section 5310 funding:

Pittsylvania County Community Action

The PCAA's application element included a request for a ten-passenger van, body-on-chassis, and with wheelchair lifts meeting ADA regulations.  The agency's estimated total cost for the vehicle was $43,000; the federal cost share was expected to be $34,400 and the local cost share would therefore be $8,600.  The agency had nine vehicles, but two vehicles had over 100,000 miles traveled.  Two vehicles are held out as backup for occasions when a regular vehicle is out of service.  The new vehicle the PCCA will utilize it to transport the elderly, disabled persons referred by local Department of Social Services, Health Department, and other health agencies.  PCCA will coordinate with health professionals and home health care organizations.  In the application the agency notes: Our current and past agreements with the Health Department and Department of Social Services will continue to operate on an ongoing as needed basis.  We will initiate workforce transportation with our partner agencies such as: Pittsylvania County Schools, Danville Community College, and Pittsylvania County Department of Social Services for access to training and employment as deemed appropriate.  In support of vehicle operations, the PCAA has an operations budget for transportation services of $79,015 that includes labor, fringe benefits, maintenance, vehicle insurance, and other expenses.

 

SAAA is the regional area agency on aging and makes large applications by March 1, for multiple vehicles.  As noted they cooperate with the Danville-Pittsylvania area agencies and vehicles purchased in cooperation with them will presumably have service delivery inside the Danville MPO Study Area.

Safety Grant Projects and Application Status

for City of Danville/Pittsylvania County

 

In the following pages are exhibits of application filings made by the City of Danville to the Virginia Department of Transportation for their consideration.  The status is indicated as to whether projects have been funded, projects were not funded but there is intent to resubmit, or project approval decision is still outstanding.

 

Improvements on Route 58 in the City at the intersection of Riverside Drive (Rt. 58) and Westover DriveThis project shall involve reconfiguration of intersection to eliminate free-flow right turn movement from westbound Riverside Drive onto Westover Drive and include exclusive right lanes.  New mast arms, LED signal heads, and backplate to increase visibility.  Phasing and timing would be reconfigured to optimize traffic flow.  The estimated cost total is $309,250; preliminary engineering is estimated at $10,000; ROW & utilities are estimated at $18,750; the construction estimate is $280,500.  Though not funded in prior round the City is committed to this project and resubmitted it in June 2002.  The overall effort is to improve the Riverside Drive/Westover Drive intersection to reconfigure the free-flow right turn lane traffic from westbound Riverside Drive onto Westover Drive.  Riverside Drive shall be widened for approximately 450 feet and Westover Drive for 275 feet to provide an exclusive right turn lane, which would eliminate the merge condition.

 

Improvements at Intersection of Riverside Drive (U.S. 58) and Mt. Cross Road and Intersection of Mt. Cross Road and Old Riverside Drive/Tower Drive:

Two intersections would receive a new set of coordinated signals and be operated by a single controller to reduce the significant number of traffic accidents.  The phasing and signal timing would be reconfigured to optimize traffic flow, alleviating traffic congestion and driver aggravation.  New mast arms, backplates, and LED signal heads would be installed to increase visibility; repositioning of utility poles would help prevent trucks from damaging the structures as in the past.  Additionally, a double left turn lane on southbound Mt. Cross Road at Riverside Drive and the realignment of the right turn lane/through lane will help alleviate stacking problems.  A "no left turn" sign will be placed on northbound Mt. Cross Road, prohibiting movements onto Old Riverside Drive, alleviating some congestion between the two intersections.  The estimated cost total is $208,000; preliminary engineering is estimated at $18,000; ROW & utilities are estimated at $10,000; the construction estimate is $180,000.

FOR THE TRANSIT ELEMENT OF THE

TRANSPORTATION IMPROVEMENT PROGRAM

FY 2003-2005

 

First Year:  FY 2002-2003

Operating Funds

The Danville Transit System is expected to receive $168,660 in Federal Operating Assistance during FY 2002-03.  State operating assistance is expected in the amount of $144,007.  The anticipated local funding contribution to support operations is $103,000; the total funds support is expected to be $415,667.

 

Capital Funds

The Danville Transit System will purchase a light duty 20 passenger bus by employing $54,032 from Federal Statewide STP monies matched with $6,754 in Virginia Department of Rail and Public Transportation (VDRPT) funds and $6,754 in local funds.  Another light duty 20 passenger bus will be purchased employing $54,032 from Federal Section 5309 funds matched with $6,754 in VDRPT funds and $6,754 in local funds.

 

The Danville Transit System also seeks to purchase in FY 2002-03 radio communications equipment, an emergency alarm system for its fleet, and an Automatic Vehicle Locator (AVL) System to assist with meeting new Federal transit safety and security guidelines.  The estimated cost for the radio communications equipment and alarm is $20,000 and the Automatic Vehicle Locator System is estimated to cost approximately $25,000.  The Danville Transit System is anticipating $36,000 in FTA Section 5307 funds matched with $4,500 in VDRPT funds and $4,500 in local funds for a total of $45,000.

 

The VDRPT has informed the Danville Transit System that approximately $22,343 in federal capital aid will be available for ADA Paratransit Subsidy expenses.  No state matching assistance will be available for the ADA Paratransit Subsidy.  The City will provide a local match of $5,585 for a total of $27,928.  In addition, Danville Transit System anticipates utilizing $34,000 in FTA Section 5307 funding to subsidize Associated Capital Maintenance items matched with $8,500 in local funding for a total amount of $42,500 with no state matching anticipated.

 

Second Year:  FY 2003-2004

Operating Funds

The Danville Transit System is expected to receive $169,803 in Federal Operating Assistance during FY 2003-04.  State operating assistance is expected in the amount of $167,007.  The anticipated local funding contribution to support operations is $120,000; the total funds support is expected to be $456,810.

 

Capital Funds

The Danville Transit System will purchase a one heavy duty bus by employing $200,000 from combinations of FTA Section 5307 and Section 5309 monies matched with $25,000 in Virginia Department of Rail and Public Transportation (VDRPT) funds and $25,000 in local funds with a total cost of $250,000.

 

The VDRPT has informed the Danville Transit System that approximately $22,343 in federal capital aid from FTA Section 5307 monies will be available for ADA Paratransit Subsidy expenses.  No state matching assistance will be available for the ADA Paratransit Subsidy.  The City will provide a local match of $5,585 for a total of $27,928.  In addition, Danville Transit System anticipates utilizing $34,000 in FTA Section 5307 funding to subsidize Associated Capital Maintenance items matched with $8,500 in local funding for a total amount of $42,500 with no state matching anticipated.

 

Third Year:  FY 2004-2005

Operating Funds

The Danville Transit System is expected to receive $169,803 in Federal Operating Assistance during FY 2004-05.  State operating assistance is expected in the amount of $167,007.  The anticipated local funding contribution to support operations is $120,000; the total funds support is expected to be $456,810.

 

Capital Funds

The Danville Transit System will purchase a medium duty bus by employing $128,000 from a combination of FTA Section 5307 and Section 5309 monies matched with $16,000 in Virginia Department of Rail and Public Transportation (VDRPT) funds and $16,000 in local funds with a total cost of $160,000.

 

The VDRPT has informed the Danville Transit System that approximately $22,343 in federal capital aid from FTA Section 5307 monies will be available for ADA Paratransit Subsidy expenses.  No state matching assistance will be available for the ADA Paratransit Subsidy.  The City will provide a local match of $5,585 for a total of $27,928.  In addition, Danville Transit System anticipates utilizing $34,000 in FTA Section 5307 funding to subsidize Associated Capital Maintenance items matched with $8,500 in local funding for a total amount of $42,500 with no state matching anticipated.
